Small orders are shipped via U.S. Priority Mail (2-3 day delivery). All other orders are shipped via UPS Ground (delivery in 3-6 business days). Priority For an extra charge and quicker delivery (2-3 days) we will ship your order by USPS Priority Mail.. ALL Alaska, Hawaii, Oklahoma, Maine, Arizona, Montana, Washington and P.O. IMPORTANT - Shipping & Handling Clarification Shipping and handling charges reflected in the S&H table of our Catalog are for USA sales, and are based on estimates as close to actual costs as possible. If your shipping charge estimate (pulled from the S&H table) is too high, we will adjust the S&H cost of your order. We will never increase the S&H charge to our customer. As you may know, S&H additional costs which contribute to S&H charges include insurance, packing material and labor. We pay extra for insurance on all packages over $100. This insurance cost is particularly significant on any order that requires shipment via U.S. Priority Mail (e.g., Alaska and Hawaii). Priority Mail charges for orders over $100 will be 20% of the Order Subtotal. S&H on orders over $100 sent via UPS Ground is 10% of the Order Subtotal. Effective July 1, 2002

Box Orders Ship at Priority Rates "D&R Tobacco pays all federal excise taxes on our RYO tobacco, currently $1.10 per pound. We also make annual contributions to the Master Settlement Agreement (MSA), estimated at $3.86/LB for 2006 sales, $4.51/LB for 2007 sales and $4.76/LB for 2008 sales. In addition, D&R pays $.15 - $.20/LB to the USDA as our share of the tobacco farmers buy-out agreement. Tobacco taxes are enormous and represent a major burden to consumers and tobacco companies. The MSA payments were originally designed and honorably intended to pay for reduced youth smoking efforts and for the health care of our elderly. As many citizens now know, most of the States have misappropriated the lion's share of these funds for alternative/inappropriate projects. Their misbehavior is considered reprehensible to many law abiding citizens yet we are forced to continue to "play at playing the game." As many of you already know, non-participating manufacturers (NPM's) to the MSA can charge a low price for their RYO products because they do not contribute any State Escrow payments for Internet sales. In contrast, D&R is a SPM to the MSA and accordingly pays a MSA contribution on all sales. This competitive disadvantage has never been adequately addressed by the States and they have failed their due diligence to pursue renegade RYO NPM's. D&R does not pay any State OTP or sales taxes for products sold directly to consumers over the internet. Although several States have attempted to force companies to charge these taxes for OTP products, the Federal Government currently defines this effort as an illegal restriction of trade and interstate commerce. Nevertheless, many States consider these OTP and sales taxes to be the responsibility/liability of end-user consumers. We advise and recommend that all concerned customers please contact your State Department of Revenue to determine if you are responsible for the payment of any OTP and sales taxes. As responsible adult consumers of tobacco products, it is essential that we obey the law. D&R does not report any sales transactions to State Agencies. Thank you for your support.
